Building and Zoning Department

All permit applications can be obtained from the Building and Zoning Officer at the Municipal offices. Information about township regulations and requirements, for building permits, may be obtained from Mr. Jeff Walzer and Mrs. Grace Portuesi -- (724) 443-5921.

Building permits are required for all new construction projects, including structural changes to existing buildings, such as additions, garages, decks, porches, fences, sheds, swimming pools, and signs. An occupancy permit must be secured to operate any business in Richland Township. A solicitor’s permit is needed to conduct business door-to-door or on the streets of Richland Township. A driveway permit is necessary to construct a private driveway entering upon any Township road.

Public Works

The Public Works is in charge of maintaining Township roads. Bakerstown, Route 910, Route 8, and Hardt Road are State roads and are therefore maintained by Penndot. Meridian Road and Station Hill Road are county roads, and are maintained by the Allegheny County Maintenance Department.

Richland Township taxes and Pine-Richland School District taxes are collected by Jordan Tax Service. Other local taxes, wage, earned income and occupational privilege taxes, are collected by Berkheimer Associates.

Richland E.M.S. is a non profit organization that provides emergency medical care to the residents and visitors of Richland Township. In addition, Richland EMS offers nonemergency ambulance and wheelchair van transportation. Civic services such as blood pressure screenings, CPR, First Aid and AED (Automatic External Defribrilator) classes, public lectures, demonstrations and clinics are also available.
